This is a job for Signing Statement Man!
A bill passed by the Senate today included an amendment stating the following:
Sen. Warner (R-VA) introduced amendment No. 3731 commending Iraq for the establishment of its first permanent democratically elected government. It urges leaders to complete the formation of a government of national unity and expand support for the Iraqi Constitution through amendments to the Iraq Constitution, implementing legislation that enjoys widespread support among all major parliamentary blocs, or both.
What with all this substantive GOP law-making, I'm just bursting with American pride. But seriously, folks, it also included the following amendment:
Sen. Biden (D-DE) amendment No. 3855 barring spending any funds in Title I of the bill to establish permanent United States military bases in Iraq, or to exercise United States control over the oil infrastructure or oil resources of Iraq was adopted by voice vote on May 3.
Will it make any difference to the administration? Nope. After all, the necessities of war argument has been the bedrock of his executive power grab.
But at least the Dems are starting to fight.
